each image we build and ship consumes time and also increases surface area for failures - today we build around 25 images and we should evaluate how to reduce that; we can take a few approaches:

• fold images originating from pipelines controller to one mono-image - https://github.com/tektoncd/pipeline/tree/main/cmd
• build fewer images with more binaries - example, one image with chains, triggers, etc binaries - or one image with manual approval, operator binaries
