Currently users can not configure the retention policy of records/logs in Tekton Results for both postgres DB and storage bucket, they have to manage it manually in DB/storage. A better UX would be to provide the retention policy configuration from results itself.

The behavior when a Namespace is deleted needs to be defined (is the data deleted with the namespace or not, can the behavior be configured at the namespace level or not).

Acceptance Criteria:

• Users will be able to author retention policy for postgres DB
• Users will be able to author retention policy for log storage
• Tekton results will delete the records and logs in DB and storage accordingly
• The DB and storage retention policy should be in sync, probably same.
• Given (https://issues.redhat.com/browse/SRVKP-3474), users should be able to author log storage retention policy for each namespace.
