OCPPLAN-9743 - Onboarding New Providers/Platforms (Phase 1)
*USER STORY:*
As an engineer working on OpenShift platform enablement (internal or external to Red Hat), I want there to be as few code changes required as possible so that external engineers can do as much of the work themselves without having to involve internal Red Hat engineering (e.g. for code reviews and merge/backport managing).
*DESCRIPTION:*
The current status quo of onboarding a new provider is documented at https://docs.providers.openshift.org/. Analyze the components mentioned there, together with the notes at https://hackmd.io/ao9X4kTCSRuD9ZOfNbdPrw#OpenShift-Gaps, and find opportunities for increasing pluggability and platform provider agnosticism.

- Formulate clear suggestions for code changes in thepayload components, that'll enable a higher level of pluggability in the respective components
- File follow-up JIRA cards for the implementations of the changes, and link them back here
