Investigate DRS affinity rules in upcoming CAPI and the capi-vsphere provider.

Requirements:

• Are there any DRS rules defined in capi-vsphere provider?
• What rules are there and how are they configurable (if at all)?
• Will they meet needs of RFE-1792?
• What new permissions will be required to add the DRS rules?
