[AWS NLB SG]: CCM downstream - e2e: create support to OTE framework to openshift/cloud-provider-aws inheriting upstream test cases

      User Story:
      As an OpenShift Engineer I want to create support of OpenShift Test Extensions (OTE) to the o/cloud-provider-aws form ("CCM-AWS downstream" project) so that we can leverage existing e2e tests in upstream project in the supported scenario of OpenShift  test framework, decreasing total time to implement new tests to the test core (origin) project.

      Description:

      In the 2025@Q2 period (4.20 timeframe) there were several improvements in the e2e tests on kubernetes/cloud-provider-aws project to:

      • Support e2e running and passing in OCP (security constraints fixed)
      • Increase test scenarios of e2e to exercise edge cases impacting OCP of Service resource

      We want to leverage those tests to the openshift/conformance suite so that we can empower the core and increase confidence. Mostly tests were implemented in the Part 1 of the Epic SPLAT-2137, which is related to the SPLAT-2353.

      • OpenShift test extension binary implemented in the CCM fork: openshift/cloud-provider-aws project
      • Service Load Balancer tests integrated to the core of openshift/conformance suite
        • we'll need to append labels to run only in the platform:aws
