User Story:
As an OpenShift Engineer I want to update Sippy job attributes when classifying existing jobs of platform external so release teams can have a improve the signal/monitoring/classification of existing jobs.

Description:

Fields of Platform External jobs on Sippy could be improved to reflect platform type External characteristics. Example of fields that can be improved:

• Installer: upi, or Assisted Installer (in the OCI job)
  • Current value: ipi
• Platform: external, or external-aws (can be extracted from the job name)
  • Current value: aws or vsphere
