As an OpenShift engineer, I need to create periodic and presubmit CI jobs to ensure OpenShift clusters can install and scale

This user story focuses on establishing periodic and presubmit jobs to ensure OpenShift installer and Machine API components can successfully install and scale – with a key prerequisite being the configuration of a dedicated Azure host for use by the jobs.

{}ACCEPTANCE CRITERIA:{}

• Presubmit jobs are to be created: one for the OpenShift installer component repository and one for the Machine API component repository. Jobs should be optional and do not run by default.
• A periodic should be configured to installs and run e2e nightly.
