User Story:
As an OpenShift Engineer I want to colelct bootstrap logs from jobs of platform external clusters on vSphere (pext/vsphere) so that failed jobs can be investigated quickly.

Description:

vsphere jobs for platform external/opct are not collecting correctly the bootstrap logs when the CI step fails on install phase for the following reason:
