User Story:

As an OpenShift Engineer I want to investigate e2e failures in platform type External on OCP 4.18 prefixed by "sig-network] LoadBalancers [Feature:LoadBalancer] should be able to preserve UDP traffic when server pod cycles for a LoadBalancer service on", so that:

partners can take advantage of false-positives failures when reviewing their infrastructure throughout VCSP or other integration methods using platform type External
Cert-Ops team would take less time investigating false-positive in VCSP tickets
core OCP increase positive signals for platform type External jobs

Tests must be passing in the platform-external workflows
