User Story:
As an OpenShift Engineer I want correlate the version of cloud provider with kubernetes so we test the proper cloud provider version with the intended version of kubernetes.

Description:
To do this, we need to update the CI step use the vSphere cloud controller manager image from the release image payload. 

Acceptance Criteria:

• CI jobs run with the version of CCM that correlate with the version of kube/openshift
