Discussion on whether anything needs to be done for Console UIs(the ones around building a new app using an s2i builder image as a starting point, and the ones that show openshift templates available for instantiation) as samples would be deprecated. Gather what needs to be done for the dependencies of these s2i images

Background (Required)

oc debug uses the "tools" imagestream by default. openshift/origin also relies on these extensively, even outside of image_ecosystem, as do console's tests. Pipelines relies heavily on imagestreams for its s2i tasks. Further searches for use of "image-registry.openshift-image-registry.svc:5000/openshift/" may uncover other current uses. Hence due to the dependencies of these team we need to have discussions with the dependent teams and figure out a way forward.
