Deprecate samples operator in OCP 4.16:

• Samples operator will be marked deprecated in OCP 4.16 
• Docs will be updated to include a deprecation notice in OCP 4.16
• No new templates, samples or non-s2i imagestreams will be added to samples operator in OCP 4.16+
• Existing S2I imagestreams and templates will be kept updated in OCP 4.16+

Components that are dependent on imagestreams in the "openshift" namespace:

• Dev Console import flows
• Pipelines
• Serverless

Work in progress with the above teams to explore ways to decouple from the samples operator.
