SInce the S2i Imagestreams are being converted to Helmcharts and they are important part. of Day-1 operation for ODC, the CSO can intsall the helmchart same as S2i samples as of today so that it doesnt break the ODC experience.

• Make changes to the Cluster Samples operator, so that it can install S2i Helmcharts at the starting of the controller same as S2i imagestreams today.
• Make changes to openshift/API so that the CRD is changed to install the helmcharts.
• Document the changes to customer /product release page with what a customer should expect after this change for S2i Helmcharts
