Description of problem:
Currently, one can set up a sync plan interval either hourly, daily, or weekly. For some less-often update repos (like e.g. Sat tools also), it make sense to have also monthly interval.

How reproducible:
100%

Steps to Reproduce:
1. Create a Sync plan with monthly interval.
2. Let the repo/product sync by the plan
3. move system clocks a week in advance, restart services and check if product/repo sync reappeared
4. do the same 4 times till month-in-advance happens.

Actual results:
1. isnt possible
2.-4. not applicable

Expected results:
1. be possible
3.-4. shows no product/repo sync happening until one month elapses
