Removal Implementation Plan

Remove Package Group Actions UI components from content host details pages. Remove web UI controllers and routes for package group operations. Clean up JavaScript and React components related to package group actions. Verify upstream katello PR 9334 completion status and integrate any remaining changes.

- Clean up JavaScript components and API calls for package group actions
- Remove related tests for web UI package group functionality
- Ensure hammer CLI and API package group endpoints remain untouched

Testing Requirements for Removal

- Verify Package Group Actions option no longer appears in web UI
- Confirm content host details pages have no package group management controls
- Validate hammer CLI package group commands still function correctly
- Test API package group endpoints remain operational
- Ensure no broken UI elements or console errors from removal

Documentation Cleanup Requirements

- Remove Package Group Actions references from web UI documentation

- Remove deprecation notices since feature is now fully removed
