Foreman has a setting for the SMTP delivery method delivery_method which supports both sendmail and SMTP. Within containers sendmail isn't supported so we need to make sure it can't be used.

Long term SAT-30129 will remove the setting but short term the value can be forced to smtp by including it in settings.yaml.

Acceptance criteria

• As an admin I'm unable to select sendmail as a delivery method
