Description of problem:

pulpcore-worker containers keep restarting after a restart

I managed to reproduce while testing https://github.com/theforeman/foremanctl/pull/309 PR. There are no pulpcore workers running on the pulp smartproxy and they keep restarting

Steps to Reproduce:

1.   

foremanctl deploy --add-feature foreman-proxy --add-feature hammer  --add-feature remote_execution

Actual behavior:

There are no pulpcore workers running on the pulp smartproxy which shows the error in the foreman UI and they keep restarting

Expected behavior:
pulpcore workers running as expected

Business Impact / Additional info:

According to the Pulp 3.89.0 changelog it will be resolved.
