Description of problem:
user with admin rights inherited from user group cannot create new organizations or locations

always
 

Is this issue a regression from an earlier version:

 yes, happens in stream and 6.19 only

Steps to Reproduce:

1. create a non-admin user with no roles
2. create a user group, tick admin in the roles tab, assign user from step 1 to the usergroup
3. impersonate the user, try to create a new organization or location in the ui

Actual behavior:
After hitting submit, the page is redirected back to the new org/loc dialog

Expected behavior:
org/loc successfully created
