Description of problem:

Link "documentation" leads to non-existent url in Hosts->Discovered Hosts and Configure->Discovery Rules

Steps to Reproduce:

1a. Go to Hosts->Discovered Hosts

1b. Go to Configure->Discovery Rules

2. Follow "documentation" link in "For more information please see documentation"

Actual behavior:
Links lead to <server hostname>provisioning_hosts/index#discovering-hosts-on-a-network (Note the missing slash after server hostname)

Expected behavior:
The links should lead to docs portal (although it may still return 404 if it leads to unreleased version) or to custom RHOKP url
