Description of problem:

When the EOL banner is shown, the "main content" gets its own scroll bar on top of the window-wide one.

Is this issue a regression from an earlier version:

No

Steps to Reproduce:

1. Make the EOL banner show

2. Navigate to Administer > Settings

Actual behavior:

Expected behavior:
There is only window-wide scroll bar, there is no horizontal line of empty space at the bottom.

Business Impact / Additional info:

Probably none, but it doesn't look nice.
