Description of problem:

When on the new inventory upload page, clicking the "Generate and upload report" button gets hung on 83% and does not return any error code. Download report, Generate and upload report, and Generate report are all disabled until job is killed. 

While this makes sense because a host is not registered to insights. We should still expect an error and not a stuck loading page. 

How reproducible: 100%

Is this issue a regression from an earlier version: Yes

Steps to Reproduce:

1.Spin up satellite with new inventory upload page (stream)

2.navigate to red hat lightspeed -> inventory upload

3.click Generate and upload report

Actual behavior:
Job gets stuck at 83% and the ui on the inventory upload page gets stuck on "loading"

Expected behavior:
if there are no hosts or a host is not registered with insights, we should get a report with 0 hosts and no errors.
