When a satellite content view has a filter 'Include all RPMs not associated to any errata', all pkg with erratum associated should be excluded, but it is not happening with 'Red Hat Satellite Capsule 6.16 for RHEL 8' repository

In the attachment, satellite_filter is applied to capsule 6.16 (rhel8 & rhel9), 6.17, 6.18 repos, and their results.  capsule 6.16 rhel8 repo is the only one failed to exclude erratums.
