Description of problem:

Inconsistency in Satellite template UX of these commands:

• hammer job-template: is used to manipulate job templates
• hammer webhook-template: is used to manipulate webhook templates
• hammer report-template: is used to manipulate report templates
• hammer template: is used to manipulate provisioning templates (but the CLI option name does not include 'provisioning')

"hammer provisioning-template" is used as the command to manipulate provisioning templates, alongside hammer job-template, hammer webhook-template, and hammer report-template
