      Description of problem:

      While performance and scale testing, we found that "Content sync - rpm," where performance regressed by approximately 20%

      How reproducible:

      Is this issue a regression from an earlier version:

      Yes

      Steps to Reproduce:

      1. Create 15 repositories of yum type
        1. Every yum repo contains 4000 packages
      2. Sync them in parallel using default policy (on_demand)
      3. Assign each of them to one CV/LCE
      4. Publish them in parallel and promote them in parallel
      5. The charts show the average numbers from 13 runs

      Actual behavior:
