While performance and scale testing, we found that "Content sync - rpm," where performance regressed by approximately 20%

Yes
Steps to Reproduce:
- Create 15 repositories of yum type
- Every yum repo contains 4000 packages
- Sync them in parallel using default policy (on_demand)
- Assign each of them to one CV/LCE
- Publish them in parallel and promote them in parallel
- The charts show the average numbers from 13 runs
