Description of problem:

When deploying iop on disconnected Satellite 6.18.x it will fail due to UID mismatch when using the images from the Satellite ISO.

How reproducible:

Always on disconnected 6.18.x

Is this issue a regression from an earlier version:

No

Steps to Reproduce:

1. Configure disconnected Satellite with STIG profile
2. attempt to install iop from the ISO

Actual behavior:
Installation fails due to UID mismatch and STIGs strict umask

Expected behavior:
iop is enabled as expected

Business Impact / Additional info:

IOP is not able to be enabled on disconnected STIG systems.
