Goal:

Periodic tasks are currently implemented with a mix of external cron jobs triggering rake tasks and two flavours of in-application periodic tasks. The goal here is to convert all of those to use the mechanisms provided by foreman-tasks.

Acceptance Criteria:

• All periodic tasks from foreman core are converted (requires SAT-41774)
• All periodic tasks from plugins are converted (may or may not depend on SAT-41774, depending on the plugin in question)

Open questions:

• Q: For things currently implemented as rake tasks, do we want to keep the rake-task interface?
