Description of problem:

There seem to be issues with uploading multi-part content to repositories via the API referenced in https://issues.redhat.com/browse/SAT-34857

Is this issue a regression from an earlier version:

This seems to be non functional as of 6.16.{}

Business Impact / Additional info:

The errata above (which permanently implements the first referenced workaround in https://access.redhat.com/solutions/7124795) would be included when updating to Satellite 6.18 as mentioned. 

However it seems additional work is needed to resolve katello side of things for true multipart upload
