As a Satellite administrator, I need to configure a custom Red Hat Offline Knowledge Portal (RHOKP) instance URL so that all documentation links within Satellite point to my custom instance instead of the default Red Hat documentation site.

• Setting accepts both HTTP and HTTPS URLs
• Configuration validates URL format
• Setting change applies immediately without Satellite restart
