Description of problem:

Satellite 6.18.1 on RHEL 9 STIG is failing during additional setup step:
Installing Red Hat Lightspeed in Satellite by using export and import with a permissions error. 

How reproducible:

100% on 6.18, this works as expected on 6.17.5

simple reproducer is to run this command on 6.18.1 with RHEL 9 STIG:
podman run --rm --network=iop-core-network --secret iop-core-kafka-init,target=/opt/kafka/init.sh,mode=0755 --name iop-core-kafka-init-create registry.redhat.io/amq-streams/kafka-39-rhel9:2.9.1-1 /opt/kafka/init.sh --create

Is this issue a regression from an earlier version:

Steps to Reproduce:

1. Deploy RHEL 9 STIG 

2. install Satellite 6.18.1

3. attempt the additional Lightspeed step

Actual behavior:
This step fails and halts Satellite

Expected behavior:
No permissions error as seen in earlier version 6.17.5
