The Resource Type "Host Collections" is currently having the following permissions available `create_host_collections, destroy_host_collections, edit_host_collections, view_host_collections` which are not granular enough to provide access to a non-admin user only to add/remove the hosts from "Host Collections".

Requirement: The Resource Type "Host Collections" should have host specific permissions available which will allow access only to add/remove hosts from the Host Collections.

The `edit_host_collections` didn't help to allow non-admin user access to add/remove hosts from Host Collection instead it allow the user to modify name and description.
