Description of problem:

The new notification drawer seems to be overlapped by the navigation in case there's an instance title banner displayed

Is this issue a regression from an earlier version:

Yes

Steps to Reproduce:

1. Navigate to settings and enter something into Instance Title one, e.g. "Demo Setup - nightly"

2. Refresh the page

3. Open the notification drawer

Actual behavior:

The top of the content can't be read

Expected behavior:

I see the same content as without the instance title banner.

Business Impact / Additional info:

I wonder if the EOL banner would have the same problem.
