Do the packaging steps needed to build openvox-agent.

With the right repository enabled, running dnf upgrade is expected to replace puppet-agent. The user shouldn't need to mention puppet-agent removal at all and instead rely on RPM obsoletes to replace the old package. While testing it may be sufficient to directly run dnf install $url.rpm.

Testing against a puppetserver over network is expected to work.

Acceptance criteria

• An admin can install puppet-agent on a host and later upgrade to openvox-agent
• An admin can install openvox-agent on a fresh system
