Goal:

Currently Foreman uses Puma 5 or 6 (https://github.com/theforeman/foreman/blob/2e415fc3b02486fe53f5bcacbfcc8c90760576ad/bundler.d/service.rb#L1). Puma 7 is out and we should upgrade to get the latest features. In particular the long tail response problem with keepalive connections sounds like a useful thing.

There is no specific upgrade guide, but the release lists the breaking changes.

Foreman may support Puma 5 & 6, but dropping is also a valid option because we don't use Puma anywhere else so there are no constraints on what we must support.

Acceptance criteria:

• Foreman is updated to support Puma 7
• Packaging is updated
