Due to a recent change in foreman-installer, foreman-rake tasks in production cannot access environment variables. This means that any rake task that depends on them will be broken.

Rather than relying on env vars, Rake tasks can themselves take arguments. See the Rails documentation at https://guides.rubyonrails.org/v7.0/command_line.html#custom-rake-tasks

All Katello rake tasks that rely on env vars need to be refactored in this way.
