Description of problem:
During provisioning of a RHEL 8 host on a libvirt compute resource, the VM fails to boot into the installer. The VM immediately drops into the UEFI PXE boot screen and repeatedly times out with the following error:
```
>>Start PXE over IPv4.
PXE-E18: Server response timeout.
BdsDxe: failed to load Boot0002 "UEFI PXEv4 (MAC:5254006F6DCB)" ...
IPv4(0.0.0.0:0, DHCP:0.0.0.0) : Not Found
```

Always
Is this issue a regression from an earlier version:
Yes, Rhel 7,9 and 10 works
Steps to Reproduce:
1. Configure Satellite for PXE provisioning
2. Set up RHEL 8 content
3. Create provisioning hostgroup
4. Configure SecureBoo
5. Create Libvirt Compute Resource
6. Create Host
7. Verify VM creation on Libvirt
8. Wait for build completion
Actual behavior:
Build status is pending and when checked on Libvirt it did not start booting in the first place. (Booted for Rhel 9 and 10 )
Expected behavior:
Build status reaches "Installed" state within timeout period
Business Impact / Additional info:
RHEL 8 hosts cannot be provisioned on libvirt, blocking automation and QA workflows.
Verified that networking, DHCP, and TFTP services are operational; issue appears specific to RHEL 8 bootloader delivery.
