Description of problem:

Whenever disabling IOP, the services of iop are still around, up and running, also, I noticed that the entries on hammer ping are still around as well.

Steps to Reproduce:

1. Enable IOP on Satellite 6.18.1

2. Disable IOP on Satellite 6.18.1

Actual behavior:
Services and IOP Containers around, up and running, also, two additional entries on hammer ping (advisor and vulnerability)

Expected behavior:
No containers, no IOP services, and no additional entries on hammer ping
