A non-admin user cannot see the host group if a location is not assigned when creating it.

      Description of problem:

      Select the organization and location, then create a host group using only the organization. Change user to non-admin user. The non-admin user cannot see the host group.

      How reproducible:

      Always

      Is this issue a regression from an earlier version:

      Yes

      Steps to Reproduce:

      1. As an admin user, create a host group that includes only the organization and does not assign a location.

      2. Create a non admin user

      3. Log in using the non-admin user account and check the host group

      Actual behavior:
      After creating a host group without assigning a location as an admin user, the host group is visible under the admin account but does not appear for a non-admin user.

      Expected behavior:
      Host groups should be displayed for non-admin users as well.
