Convert https://docs.redhat.com/en/documentation/red_hat_satellite/6.18/html-single/administering_red_hat_satellite/index#Configuring_Email_Notifications_admin to support a containerized Satellite. It may be needed to implement some changes in foremanctl.

It should be kept in mind that we'll no longer support the sendmail mechanism (SAT-30129) and mandate SMTP (SAT-40450).
