https://docs.redhat.com/en/documentation/red_hat_satellite/6.18/html-single/administering_red_hat_satellite/index#synchronizing-template-repositories describes how to use synchronize templates. This needs to be available in a containerized Satellite.

To make it available, the plugins need to be in the correct containers and foremanctl needs to be updated to be able to properly deploy the feature.

Acceptance criteria:

• The Foreman container (in foreman-oci-images) is updated to include foreman_templates.
• The webhooks feature is added to foremanctl and can deploy both the Foreman and Hammer aspects
• Any documentation is updated, such as the installer commands but possibly more.
• There is test automation for this
