https://docs.redhat.com/en/documentation/red_hat_satellite/6.18/html-single/administering_red_hat_satellite/index#Using_Webhooks_admin describes how to use webhooks. This needs to be available in a containerized Satellite.

To make it available, the plugins need to be in the correct containers and foremanctl needs to be updated to be able to properly deploy the feature.

Acceptance criteria:

• The Foreman container (in foreman-oci-images) is updated to include foreman_webhooks.
• The webhooks feature is added to foremanctl and is enabled by default in the satellite profile
• The Foreman Proxy container (in foreman-oci-images) is updated to include smart_proxy_shellhooks. The plugin should be disabled by default.
• The shellhooks feature is added to foremanctl but not enabled by default in any profile
• Any documentation is updated, such as the installer commands but possibly more.
• There is test automation for this
