This would make it so "republish repository metadata" becomes self-healing in rare cases where re-publishing the repository metadata causes a needed change in structured APT configuration.
This should not happen during normal usage, but we have encountered it because we had the following bug: https://projects.theforeman.org/issues/38907

The extra effort of checking for this corner case is minimal, and we can then conditionally plan a ::Actions::Candlepin::Product::ContentUpdate action.
