With https://projects.theforeman.org/issues/38231 we introduced a fallback mechanism for old pulp_deb repo versions that don't have any structure content in them.

We have since encountered cases (incremental content view updates where the source is structured but the target repo is not), where some packages are structured and some are not within a single repo version.

We need to either prevent this result in the incremental content view update workflow and also fix already affected incremental content view versions, or else, simply expand the fallback mechanism to also identify these cases.

Since this is the much simpler fix, we will try expanding the fallback mechanism first.
