Description: User Story: As a system administrator, I want to be able to select the specific OpenSCAP Capsule directly when generating the registration command in the Hosts > Register Host page.

Current Behavior: Currently, when navigating to Hosts > Register Host, the form allows users to select:

Organization / Location

Host Group

Operating System / Architecture

Activation Keys

Remote Execution / Insights options

However, there is no dropdown menu to select the OpenSCAP Capsule (OpenSCAP Proxy). The OpenSCAP capsule is currently either inherited strictly from the Host Group or must be manually configured on the host object after the registration process is complete.
