As a Satellite Admin I have a tool that can take an RPM-based backup and "restore" it as a container-based setup, by translating the configuration accordingly.

If the translation is not possible, the restore is aborted.

Notes:

• this needs SAT-40213 to translate the configuration

Design suggestion
This step will be responsible for extracting the backup into a specified root folder keeping the layout of the original system.
For example if the backup contains /etc/foreman/settings.yaml this file will be extracted into $EXTRACT_ROOT/etc/foreman/settings.yaml
This way the translation process described in SAT-40213 will be able to consume those configuration files.
