Description of problem:

In a customer environment the repo sync for the RHEL 8 base os repo was continually failing on the linux-firmware packages due to their size of 500MB+ which was filling the proxy buffer. As a workaround we increased the sync timeout to 12000.

How reproducible:

100% in the customer's environment

Is this issue a regression from an earlier version:

No

Steps to Reproduce:

1. With a proxy in place attempt a repo sync on the RHEL 8 baseos repo

Actual behavior:
The proxy buffer fills up and doesn't allow for the sync to complete leading to repo sync failures.

Expected behavior:
repo sync completes without failure/timeout

Business Impact / Additional info:

This issue caused a multi day outage for the customer.
