Capsule backups do not backup the katello-ca-consumer package like a Satellite backup does.

      Migrated the Red Hat Satellite/Capsule from RHEL8 to RHEL9 using using backup and restore.

      The migration worked correctly for the main Satellite server, including the restoration of the katello-ca-consumer package and its versioning.

      However, for the Capsules, we encountered an issue:

      After restoring the Capsule, the directory /var/www/html/pub only contained katello-ca-consumer-1.0-1.noarch.rpm
      Previous versions (e.g., 1.0-4) were missing, and the versioning restarted from 1.0-1

      Because the package name remains the same (katello-ca-consumer-latest.noarch.rpm) and is tied to the same FQDN, the regenerated version appears older than what was previously deployed. This creates confusion and a loss of reference for administrators and systems validating trust relationships.
      Clients may not detect the package as updated, leading to:

      Trust issues between clients and Capsules
      Missed updates
      Communication failures
