Follow the below rules for granting access to content:

1. Show unauth for everything  to unregistered hosts to maintain old behavior
2. Basic auth shows everything for the user + unauth (Also consider the case where user logs in to registry from unregistered host)
3. Cert auth scopes it to LCE(s) registered with..No unauth unless in LCE registered to

Ensure same behavior for container_gateway plugin.
