From the bug:

• The described retention option is not available anymore in 6.16 and 6.17 but still in documentation:

"Optional: In the Retain package versions field, enter the number of versions you want to retain per package."

The field is hidden if you're not using the "additive" mirroring type, which should be documented if it isn't already.
