Fix provisioning tests are failing due to the https://issues.redhat.com/browse/SAT-20386 bug is closed.
Re-opening the bug as this works when using `fips_enabled` parameter on hostgroup but not on host level.
However, the template renders same in both scenarios with fips=1 on the kernel cmd line

Solution:

Use hostgroup until the bug is fixed and then switch to host params
