If you retag a manifest by pushing a container image with an existing tag to a container push repository, the tag (for example "latest") will appear in Katello to be associated to both images at once. This is not the case in Pulp - the tag will move to the latest pushed one.

To reproduce:

1. podman pull some image from a repo
2. podman push that image with tag 'latest' to Katello
3. podman pull another image from the same repo with a different digest
4. podman push that image with the tag 'latest'
5. Check the docker manifests listing page for the repository

This is not a regression.
